Role of HoReCo and the Community in Irrigation Schemes Management.
HoReCo has been used as a convenient institutional device for the mobilization of rural labor for successful irrigation management. An important issue in irrigation schemes management is how to achieve a smooth substitution of capital for labor under increasing labor scarcity in the agricultural sector.
The government of Rwanda said that maintaining well-functioning irrigation systems is a crucial condition for sustainable agricultural development the reason why youth engagement (HoReCo) is a good example for a such successful experience.
The community cannot properly achieve this substitution without a technical support, because externalities in irrigation services increase in a complicated manner when farmers exit from farming, and community mechanisms also decline.
HoReCo agronomists conducts through community works and different meetings in all working irrigation schemes, support a lot in incorporating new agricultural techniques including irrigation with the purpose of increasing crops productivity in their respective schemes.
