RAB Evaluation Mission Highlights Performance Review of ETI Mpanga and Nasho GFI Irrigation Schemes under HoReCo Management

On 11 March 2026, the Rwanda Agriculture and Animal Resources Development Board (RAB), acting as the OMIS Contract Manager, conducted a comprehensive field evaluation of the ETI Mpanga and Nasho GFI irrigation schemes in Kirehe District. The schemes, jointly managed by HoReCo, cover a total of 1,424 hectares and were assessed under the Season 2026A performance monitoring framework.

The main objective of the mission was to review progress against contractual targets and key performance indicators agreed upon between HoReCo and RAB under the #OMISProject for #Season2026B. The assessment placed particular emphasis on irrigation efficiency, scheme management practices, and overall agricultural productivity, with a strong focus on the adoption of climate-smart and modern farming technologies.

During the field engagement, the RAB team interacted directly with farmers from the MICEP Cooperative. Farmers shared positive feedback on the support received through HoReCo extension services, especially in irrigation management, improved agronomic practices, and technology-driven farming solutions. They also expressed appreciation for the Government’s continued investment in agricultural transformation, noting visible improvements in productivity and service delivery.

The mission further extended to Matimba–Kagitumba in Nyagatare District, where RAB officials, together with HoReCo CEO Mr. Richard Bucyana and technical teams from both institutions, carried out additional field inspections. The joint teams reviewed scheme performance, analyzed yields, and identified key operational challenges affecting optimal productivity.

The engagement also served as an important dialogue platform, allowing farmers to openly share experiences, feedback, and recommendations. Both RAB and HoReCo leadership reaffirmed their commitment to addressing the identified gaps and strengthening coordination mechanisms to enhance service delivery in Season 2026B.

Overall, the OMIS Project continues to play a vital role in improving irrigation management, increasing agricultural productivity, and promoting resilient, climate-smart agriculture across supported schemes in Rwanda.
